These include a substantial number of existing <br />stormwater drainage problems, the solutions for which could best be determined and <br />implemented within the framework of an overall stormwater management plan; the ability to <br />create a smaller number of sub-watershed ponds versus requiring v.ater quality ponding for ail <br />individual parcels or development projects; and the availability of a potential funding source for <br />sub-watershed ponds through the MCWD if the city is able to identify locations for ponds to <br />serve sub-watershed water quality needs. <br />Cost <br />Based on this discussion, the Council directed staff to bring a proposal for the completion of a <br />stormwater management plan to the July 22 Council meeting. A proposal from Bonestroo for <br />a surface water management plan is attached for Council review. The cost is $108,200. In <br />checking with other cities who have had surface water management plans developed, both by <br />Bonestroo and by others, it appears this cost is reasonable. Also, in talking with other cities for <br />which Bonestroo has developed surface water management plans, they have indicated they are <br />very satisfied with Bonestroo’s work. <br />Funding Sources <br />As part of the 1996 budget process, the Council designated $50,000 in the PIR fund as partial <br />funding for a stormwater management plan. In addition, there is currently $90,000 in the PIR <br />fund designated for stormwater drainage projects, and an additional $40,000 is proposed for <br />stormwater drainage projects in the 1997 budget. This would put the balance designated for <br />stormwater drainage projects at $130,000. $58,200 of this could be designated for completion <br />of the surface water management plan. <br />The City Engineer has suggested that the city institute a stormwater trunk fee to be charged to <br />new development, to both recoup the cost of the surface water management plan and to provide <br />funding for surface water management facilities. He has suggested an amount of $1,500 per new <br />residential housing unit. <br />Staff Recommendation <br />It is recommended that the proposal from Bonestroo for a surface water management plan, based <br />on the attached scope of services summary and outline of project costs, be approved at a cost <br />not to exceed $108,200. <br />COUNCIL ACTION REQUESTED <br />Motion to approve the proposal from Bonestroo for the completion of a surface water <br />management plan, at a cost not to exceed $108,200, to be funded from the PIR fund; and <br />amending the PIR Fund budget to reflect those expenditures.
