Request for Council Action continued Page 2 <br />July 3, 1996 <br />Zoning File #2137 William and Susan Dunkley. 2709 Walters Port Lane <br />Although hardcover will actually decrease by 23 s.f. as compared to the existing deck, a <br />hardcover variance is still required. <br />Planning Commission Recommendation <br />Planning Commission voted 6-1 to recommend approval of the revised proposal, making a <br />number of findings: <br />Hardcover decrea.se of 23 s.f. is a positive aspect. <br />Visual impact of the revised proposed addition is not much different from that of <br />the existing deck and retaining wall. <br />- Applicant’s house layout is not conducive to constructing a swim facility within <br />existing envelope, and interior layout is not conducive to other locations adjacent to <br />the house. <br />- Property owner has a medical need for the addition. <br />- Encroachment of average setback has no impact on neighbors. <br />Planning Commissioner Schroeder was the lone dissenter, suggesting that more hardcover trade­ <br />offs would be appropriate, specifically reduction of the driveway area. Note that existing <br />hardcover of 35.4% in the 0-75 ’ zone will decrease to 35.2%. Hardcover in the 75-250 ’ zone <br />is currently at 49%. Council may recall that this property was the subject of variances last fall <br />regarding an entryway addition and retaining wall replacement. Significant hardcover reductions <br />were made on the property last fall and this spring based on that variance approval. <br />Staff Recommendation <br />If Council agrees with the majority of the Planning Commission that there are suitable <br />hardships and justifications for the hardcover, setback, average setback and lot coverage <br />variance requests, then adoption of the attached resolution reflecting Planning Commission <br />recommendation, would be appropriate.
