7. <br />8. <br />9. <br />The developer shall also provide a backout pad for emergency vehicles within <br />Outlot B to ser\e as a temporary facility until Outlot B is further developed or <br />expanded by owner of Outlot C, Bayview Farms Second Addition. <br />The City Engineer, in his report of May 13, 1996, approved the grading and <br />drainage plan for the development of this property. <br />Thomas D. Johnson, a Transportation Planning Engineer for the Hennepin <br />County Department of Transportation, in his report of May 13, 1996, approved <br />the three curb cut locations at the Countv roads. <br />10. Orono's Community Management Plan, Rural Transportation Policy 7 entitled <br />"Driveway Locations in Rural Street or Private Road Intersections will be <br />Limited for Traffic Safety" states as follows: <br />"Joint use of carefully located private roads will generally be preferred <br />over direct access on to public highways from separate properties." <br />The developer has provided the following unique findings and hardships to <br />support the creation of two new curb cuts (one existing curb cut to be relocated) <br />that will serv'e three of the six residential lots. The Planning Commission has <br />accepted the findings and hardships presented by developer. They are reviewed <br />as follows: <br />A. Location of wetlands. <br />B. Sloping topography to south and east. <br />C. <br />D. <br />E. <br />Subdivider's responsibility to provide a future access road to serve <br />property to east. <br />Property is surrounded by 1,800’ of County Road along the north and <br />west sides. <br />The existing access ser\ing Lots 6 has been found to be unsafe and <br />encroaches within property to the south. The new curb cut developed at <br />the shared lot lines of Lots 5 and 6 has been approved by the County <br />and meets the required sighting distance for a 50 mph speed zone. <br />Page 3 of 9
