REQUEST FOR COUNCIL ACTION <br />% <br />DATE: June^hjjge <br />ITEM NO: <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />Administrator ’s Report <br />Item Descnption: <br />Clarification of Wetland Filling and Mitigation Policy <br />A potential developer of the property at the northwest comer of Willow Drive and Highway 12, <br />has requested clarification of the city ’s policy regarding wetland filling and mitigation. His two <br />specific questions are as follows: <br />1.The northern portion of the parcel includes a city-designated wetland. The <br />developer has asked whether the city would allow approximately one acre of the <br />wetland to be filled. <br />2.If the city would allow a portion of the wetland to be filled, the filling would <br />have to be mitigated on a two-for-one basis. The developer has asked where the <br />city would require the mitigation to occur. <br />a.) On the same parcel <br />b.) Somewhere on the north Highway 12 development area <br />c.) In the same subwatershed <br />d.) Outside of the subwatershed <br />City Policy <br />The general city policy has been in opposition to filling city-designated wetlands. <br />The city policy regarding mitigation is that it should occur, at minimum, within the same <br />subwatershed and in any case as close as possible to the filled wetland area. <br />Please see the attached letter which outlines the city ’s general policies regarding wetland filling <br />and mitigation.
