V* \ W ;l .vectinq <br />REQUEST FOR COUNCIL ACTION <br />DATE: Mav <br />MAY 2d 1996 <br />« 4 ^ ^\J <br />ITEM NO:/ <br />Department Approval: <br />Name <br />Title <br />Administrator Reviewed: <br />; A. <br />Agenda Section: <br />Item Description: <br />Authorization for Submittal of an Application for an Infiltration/Inflow Reduction Loan or Grant <br />The Metropolitan Council Environmental Services (MCES) is offering a program through which <br />cities can apply for a loan of up to $40,000 to fund projects, or a grant up to $10,000 to fund <br />studies to reduce Infiltration and Inflow (I/I) of clear water into the metropolitan disposal <br />system. To be eligible, a matching dollar commitment is required from the community for each <br />loan and grant offered. A key feature of the loan is that if the I/I project is annually certified <br />as being effective for a period of five (5) years after completion, annual repayment of the loan <br />will be forgiven. <br />In 1995, the city made substantial efforts to identify I&I problem areas in the Saga Hill area. <br />This has resulted in a substantial amount of l&I reduction work to be accomplished in 1996 and <br />future years. The budget does not include sufficient funding for all ot the work required. If the <br />city’s budgeted amount could be matched with a loan, the amount of work accomplished in 1996 <br />could be doubled. <br />A resolution authorizing the city to submit a loan or grant application, and authorizing John <br />Gerhardson and Ron Moorse to serve as the subject matter contact regarding the application, is <br />attached for Council adoption. <br />COUNCIL ACTION REQUESTED <br />Motion to adopt a resolution authorizing the submittal of an application to the MCES for an HI <br />loan 01 grant and to authorize John Gerhardson and Ron Moorse to serve as subject matter <br />contacts for the application.
