Request for Council Action continued <br />page 4 of 5 <br />May 24, 1996 <br />Marina Licensing <br />The site prov ides ample parking for customers in the summer and a large capacitv for storage <br />in the winter. <br />Two activities on the site require a conditional use permit application. These include the <br />caretaker dwelling unit and on-demand public boat launching (dry stack operation). Staff <br />met with Mr. Anderson on May 22nd regarding the required CUP application and a second <br />meeting has been set for Monday, June 3rd, to review il.e proposed landscaping plan and <br />assist applicant with completing the CUP application requirements. Applicant has <br />acknowledged that these two activities occurred during 1995 absent the required conditional <br />use permit, and has expressed a spirit of cooperation in completing those requirements within <br />the next few months. Both activities requiring a CUP have been ongoing for many years <br />prior to the CUP requirement. <br />Activities occurring on the site which require the property owner's ongoing attention in order <br />to remain in compliance with the seven operation standards include limiting storage of boat <br />trailers and other equipment to those areas noted on the approved site plan (specifically <br />keeping the area between the road and the diy stack units free of storage), and keeping the <br />site neat and orderly. <br />As part of the 1984 variance approval for the service building, the prior owner was required <br />to establish certain landscaping items, which is also an ongoing concern of the City, <br />especially in relation to screening along property boundaries. This will be further addressed <br />in conjunction with the conditional use permit application forthcoming. <br />This license application was received after the March 1st deadline and the fee paid included <br />the $100 late fee. <br />Staff recommends approval of a 1996 license for North Shore Marina. <br />E. Lakeside Marina - Update <br />Lakeside Marina has not yet submitted a 1996 license application nor the requir ; <br />conditional use permit application for operation of a boat club, on-demand public bo., <br />launching, transient public boat launching, charter boat port-of-call, and possibly a caretah- ■ <br />dwelling unit, all of which are activities quoted by the applicant in his 1995 license <br />application as occurring on the property.
