outside the MUSA, and in January 1996 the City made formal <br />application to the Metropolitan Council for inclusion of these <br />neighborhoods in the MUSA. <br />Sewer Trunk Capacity Study Underlay <br />In reviewing Orono ’s application, the Metropolitan Council noted a <br />potential shonage of sewer capacity in downstream trunk lines shared <br />by the cities of Orono and Long Lake. Three of the ten Orono <br />neighborhoods would discharge to these trunk lines. The two cities are <br />currently working together to identify the specific capacity shortfalls and <br />determine the best method for increasing trunk capacity to serve the <br />needs of both municipalities. Once these capacity issues have been <br />defined and a plan is established for re.solvmg them, we anticipate <br />Metropolitan Council approval for inclusion of all ten Orono <br />neighborhoods in the MUSA. It is hoped that such approval will be <br />granted in the next few months, and any necessary trunk line upgrades <br />will commence as soon as possible. <br />What Is the Next Step? <br />Once the MUSA approval has been granted, the City Council will meet <br />to review the responses received in 1995 from each of the ten <br />neighborhoods, w ith a goal of establishing a timetable for construction <br />of municipal sewer lines. A few additional neighborhood meetings may <br />be needed this summer before final decisions are made, because some <br />neighborhoods have indicated concerns related to assessment costs, the <br />proposed location of sewer lines, street reconstruction, etc. which need <br />to be resolved. <br />The process would then continue through development of plans and <br />specifications, obtaining actual bids, holding of asse.ssment hearings, and <br />finally the ordering of projects to begin. This process will take several <br />months, hence we do not expect to commence sewer construction in any <br />of the ten neighborhoods in 1996.
