MN 55323 0066 May 24, 1996 Municipal Sener Planning Update Dear Orono Resident: During 1995, the City held a series of neighborhood meetings to discuss the possibility of municipal sewer service. The process that has been followed thus far is outlined below'. At the outset of this process there was some potential of moving ahead with sewer projects in 1996. However, it now- appears there will be no projects in 1996, but construction could occur in 1997. The City will continue to extend the deadline for septic system upgrades, so that residents in the areas scheduled for sewer will not be forced to pay for a new septic system and municipal sewer. Neighborhood Meetings Held In 1994 a number of neighborhoods were identified where it will be difficult or impossible to replace non-conforming septic systems due to small lot sizes or other factors, making municipal sewer an attractive option. Additional neighborhoods were considered for sewer due to their proximity to the lakeshore. Neighborhood meetings were then held during 1995 to inform residents about the need to upgrade septic systems and the possibility of municipal sewer as an alternative. City Requests MUSA Amendment After the neighborhood meetings, the City Council concluded that all ten identified neighborho j should be provided the opportunity to choo.se municipal sewer as an option. In order for this to be possible, these neighborhoods must first be included within the Metropolitan Urban Service Area (MUSA). The MUSA is the defined portion of the metropolitan area in which the Metropolitan Council allows extension of municipal sewer lines to occur. Only about 1/3 of Orono is currently within the MUSA.
