MN 55323 0066 <br />May 24, 1996 <br />Municipal Sener Planning Update <br />Dear Orono Resident: <br />During 1995, the City held a series of neighborhood meetings to discuss <br />the possibility of municipal sewer service. The process that has been <br />followed thus far is outlined below'. <br />At the outset of this process there was some potential of moving ahead <br />with sewer projects in 1996. However, it now- appears there will be no <br />projects in 1996, but construction could occur in 1997. The City will <br />continue to extend the deadline for septic system upgrades, so that <br />residents in the areas scheduled for sewer will not be forced to pay <br />for a new septic system and municipal sewer. <br />Neighborhood Meetings Held <br />In 1994 a number of neighborhoods were identified where it will be <br />difficult or impossible to replace non-conforming septic systems due to <br />small lot sizes or other factors, making municipal sewer an attractive <br />option. Additional neighborhoods were considered for sewer due to their <br />proximity to the lakeshore. Neighborhood meetings were then held <br />during 1995 to inform residents about the need to upgrade septic systems <br />and the possibility of municipal sewer as an alternative. <br />City Requests MUSA Amendment <br />After the neighborhood meetings, the City Council concluded that all ten <br />identified neighborho j should be provided the opportunity to choo.se <br />municipal sewer as an option. In order for this to be possible, these <br />neighborhoods must first be included within the Metropolitan Urban <br />Service Area (MUSA). The MUSA is the defined portion of the <br />metropolitan area in which the Metropolitan Council allows extension <br />of municipal sewer lines to occur. Only about 1/3 of Orono is currently <br />within the MUSA. The ten neighborhoods identified in 1995 are all <br />Telephone (612) 473-7357 • FAX 473-0510
