Earling, 2165 Colin Drive - Variances - Resolution <br />Zoning District:RR-IB <br />Lot area = 2 acres <br />Application: Applicant has applied for setback variances to permit construction of an 18' x <br />30' detached garage to be located in the street yard placed approximately 50' in <br />front of the residence. The structure will be located 10' from Outlot C, <br />undeveloped extension road connecting with Devin Lane to the west. The <br />structure will be used to house applicant's boat and yard maintenance equipment. <br />The following ordinances are pertinent for this review: <br />1.Section 10.03, Subd. 9 (D) - Variance for structure placed in front of the <br />front line of the principal structure. <br />2.Section 10.28, Subd. 5 (B) - 50' minimum setback required for all <br />structures from street lot line. <br />Required = 50' <br />Proposed = 10' (Outlot C, future road e.xtension) <br />Variance = 40' or 80% <br />Brief Review of Application <br />Please refer to the enclosed staff memo dated April 2, 1996 and the minutes of the Planning <br />Commission meeting of April 15 for more detail and background on this review. Applicant <br />claims that the 18' x 30’ detached garage will have a negligible impact on the most affected <br />residence to the north because of the sloping topography and existing line of trees. Doors will <br />not face out onto Ouiioi C or extension road outlot but will open to the east. Access to the <br />garage will be via the existing cul-de-sac located 50+' from structure. Applicant advised the <br />Planning Commission that he would agree to planting evergreen shrubs or trees on the north <br />and west side of structure providing year-round screening. <br />Refer to Exhibits F and J, applicant ’s hardship statement notes the location of the well to the <br />immediate east of the existing detached garage, the location of mature trees within the east side <br />yard and the sloping topography restricts adding an additional stall to the attached garage.
