This way, <br />smaller municipalities such as Orono and Prior Lake would have the benefit of the larger <br />cities resources. <br />Expand the number of organizations listed on Attachment Two (Recruitment Sources) <br />Add, among others, the following organizations: St. Paul NAACP, Minneapolis <br />NAACP; Metro Area NAACP; St. Paul Urban League; Metropolitan State University. <br />Attachment Three (List of Minority and Community Newspapers) <br />Add the following publication: St. Paul Minneapolis Recorder <br />Develop a list of radio stations which reach minority audiences for recruitment purposes <br />This would include the following: <br />KMOJ <br />104.1 <br />95 Solid Gold <br />Develop a process to interview current minority law enforcement employees to determine <br />their outlook on employment with the Defendant cities and their ideas for getting more <br />minorities into the candidate pool. <br />Develop a process for exit interviews for those minorities who have left or are in the <br />process of leaving employment with the Defendant cities. Determine if any hostile <br />environment factors have played a role in the employee’s decision to leave. <br />Develop a process to interview minority candidates who were offered positions but turned <br />them down. Find out why. <br />Develop connection with the Department of Veterans Affairs and the Veterans <br />Administration as sources of minority candidates. <br />Phase out use of the Watson-Glaser within five years. Replace it with a current cognitive <br />test, or a test with a cognitive component, with demonstrated lower adverse impact. (See <br />discussion in background section, above.) <br />Appoint representatives of the minority community to the MPRS Executive Board as at- <br />large members. Plaintiffs would submit names of six candidates to the court within 30 <br />days of the court’s order.
