r <br />Section 17. Chapter 12 of the Municipal Code of Orono is hereby amended by amending Section <br />12.30 Subd. 6 E.l (b) as follows <br />*il II Maintenance Pumping: No sewage tank <br />shall remain in service without being pumped at least once every three years, whether or not <br />measurement indicates a sludge buildup Each existing septic tank shall be pumped at least once <br />within thirty six months of the effective date of this section and thereafter at least once every thirty <br />six months of each succeeding pumping In order to be considered a maintenance pumpout, the <br />manhole or cover section (20 inch diameter minimum) must be removed to allow the complete <br />extraction of the solid materials within the sewage tank. The contractor must also determine <br />whether the tanks are watertight and report this information on the pumpout notification. Failure <br />to adhere to these requirements will result in the City's rejection of the pumpout notification as a <br />bona fide Maintenance pumpout <br />Need or Reasonableness The State amended the MPCA Regulations, Chapter 7080 <br />and the City Code amendment will make oar terminolgy consistent with theirs. The State <br />amendment also requires all inspections of septic systems by licensed professionals to be <br />compliance inspections For this reason pumpers should identify the conformity of the i-nks <br />during the pumpout since only when empty can a tank compliance inspection be done
