If there isn’t a solid market demand for the types, <br />location and cost of housing to be built, no amount of subsidy will be able to <br />produce a desirable regional system. <br />Third, governmental regulations, from minimum lot and house sizes, park dedication, <br />street standards, public facility exactions, and wetland, woodland and other <br />environmental protection requirements, all increase the amount of required land and the <br />costs of housing construction. <br />The fourth guiding principle is that an adequate and diverse housing stock is a <br />prerequisite to the sustained economic prosperity of the region. Simply stated, if housing <br />is not available for the area’s diverse labor force, business growth, job creation, and a <br />healthy regional economy will not be sustained. <br />Exet ~utive Summary
