Purpose - Need for this Report <br />B ATC sponsored this report for several reasons: <br />□ There is a shortage in urban residential land in this Metro Region that <br />artificially escalates the cost of land <br />□ Shortages in the supply of urban residential land coupled with the increase in <br />prices for this land, result in limited housing choices for our generation, our <br />parents, our children, and our grandchildren <br />□ When available land and choices are limited, sustaining the environment also <br />becomes more challenging <br />□ These limitations cost taxpayers increased dollars (current land use patterns <br />have placed in jeopardy an estimated SI.5 billion of taxpayers money) <br />□ High development costs and limited choices increase sprawl <br />Objectives of this Report <br />□ To show the need to limit unnecessary urban sprawl (urban -nrawl is the <br />random development of unsewered large lots and the non-Cv^ntiguous, leapfrog <br />development of sewered subdivisions that create physical and so.'ial barriers <br />o the orderly and economical extension of urban services) <br />□ To document the amount of available urban residential land in comparison to <br />that needed for the region ’s future population <br />□ To examine the relationship between land supply and the cost of housing <br />□ To analyze and illustrate the significant barriers that limit the region ’s growth <br />options and to share this information with the Metropolitan Council and others <br />working to guide the future shape of the region <br />□ To provide infor mation about the total contribution that housing makes to the <br />regional economy. <br />Executive Summnry
