686 2600 00 MINUTES OF THE KEGULAR ORONO CITY COUNCIL / MEETING HELD ON MAY 12,1997(*#15) ADVERTISE FOR BIDS - OLD CRYSTAL BAY ROAD BIKE/HIKE TRAIL VGoetten moved, Peterson seconded, to authorize the City Engineer to advertise for bids for the Old Crystal Bay Road Trail segment from the northerly boundary of the city <br />facilities property to County Road 6. Vote: Ayes 5, Nays 0. <br />(#16) TELECOMMUNICATIONS TOWER AND ANTENNA REGULATIONS - <br />UPDATE <br />Moorse presented the Council with updated information regarding the <br />telecommunications tower and antenna regulations for discussion and input. He noted <br />the City is moving forward in a conservative manner regarding the regulations to find a <br />balance between accommodating PCS vendors and the law. He is concerned that the <br />limitation of antennas to City structures, namely the two water towers may eventually <br />cause a problem with accommodating the potential 5-6 vendors. Moorse said each tower <br />will probably be limited to use by 2-3 vendors. He asked the Council to consider <br />allowing towers be built by vendors and owned by the City for lease to the vendors. <br />Jabbour asked if Moorse was convmced that the two water towers would be insufficient <br />to handle the PCS antennas. Moorse indicated the PCS companies use a grid system to <br />determine location of antennas and the towers may not accommodate this system. He did <br />note that surrounding cities have water towers that also can be used. <br />Radio said the full extent of the new law is yet unknown. The PCS companies and their <br />representatives have actively been advancing the cause for the companies.
