Note paved sidewalk along Shoreline Drive is located within the County nght- <br />of-way. The Citv will ask that applicant extend the pavement to the western edge of the newly <br />defined curb cut'to the east. The City will ask for a 7' easement to ensure there is adequate <br />area for the paved sidewalk should the County at some time in the future seek additional right- <br />of-wav from owner tor improvements within intersection. <br />Green areas are shown around all sides of property. The landscaping notes show green areas <br />will consist of landscape timbers with raised berms with bark mulch. Plantings will consist <br />of juniper and potentilla. The low-growing shrubs w ill not create sighting problems for driv ers <br />using County roads on property. <br />Hours of Operation <br />The restaurant will operate from 10:00 a.m. to 10:00 p.m.; the car wash from 5:00 a.m. to <br />10:30 p.m.; and the convenience store with gas service from 5:00 a.m. to 12:00 p.m. The <br />hours of operation of O'Sullivans to the immediate south of propertv ’ is open 24 hours a day. <br />The retail items and services provided at the convenience store at the new location will be <br />limited in a desire to not compete with their full service convenience store operation at <br />O'Sullivans. It is the hope of the applicants that O'Sullivans will receive most of the customers <br />in the early morning hours going to work and that persons homeward bound would tend to stop <br />at the new operation for serv'ice on the north side. <br />Multiple Uses on Simile Site <br />Members were concerned with the intense use of the IVz acre site. The B-1 Code deals with <br />standards for a single principle use that appear inadequate when dealing with multiple uses such <br />as those proposed for this property. The City does not have a PUD commercial code for the <br />Navarre area. I'he same concerns were addressed when the original O'Sullivan application was <br />presented to the City ir ’987. In that case, limitations of the area of the property (less than <br />% of an acre) set limiu on the use and expansion of uses for that site. The B-1 Code requires <br />^0 000 s.f for each permitted use. The total area of the property is 66,298 s.f The restaurant, <br />convenience store and fuel station would each satisfy the 20,000 s.f. area standard. The car <br />wash, not listed as a permitted or conditional use, would appear more as an accessory use to <br />the principal motor fuel station use. although this car wash is 2,160 s.f. in area. <br />J
