Request for Council Action continued
Page 4
March 21, 1996
Zoning File #2107 John O'Sullivan/Erwin Smith, 3340 Shoreline Drive - Conditional Use
PermitsA^ariances/Comniercial Site PlanA^acation
AA- Detail Site Plan
BB- Proposed Area of Vacation
CC- Staff Sketch
Discussion of Issues
Internal Traffic
A major concern throughout this review was the issue of internal tralTic and whether the
proposed layout worked for the multiple uses proposed on the 1'/: acre site. Concerns centered
around the cross tralTic at the most eastern curb cut magnified by car wash exit entering into
traffic lanes. The car wash structure was moved 10' to the north. There is now a 40'
separation from the entrance to the property to exit lane from car wash. Additional signage
alerting car wash users and persons entering property of the cross traffic has also been
requested.
There was also concern regarding the adequacy of the driving lane between the gas canopy area
and parking area along south lot line (Shoreline Drive). Parking stalls have been redesignated
with diagonal stalls increasing width of driving lane.
Major concerns centered around the north and west side of the restaurant where the many
pedestrian and vehicular activities posed hazards to users. The drive-up window lane is located
adjacent to the side entrance to the restaurant. Members were concerned with younger children
not under the control of an adult running out in front of the many trafilc lanes.
The sidewalk adjacent to the entrance to the restaurant has been widened to at least 5*. A
railing will run along the north and west sides of the sidewalk up to the hatched crosswalk.
Signage will alert drivers exiting restaurant drive-up window and car wash customers of
crosswalk pedestrians. All defined driving lanes will be painted along the centerline with
directional arrows. Fixed or permanent pylons will define the entrances and lanes to both
drive-up window and car wash entrance. Access lanes will also be striped with directional
arrows at all entrances. .Appropriate signage, including grade and overhead signage, will
attempt to provide additional safety for patrons moving through and within the site without
undue confusion. Staff would ask that you specifically refer to Johnson's review of the
amended traffic circulation plan. E.xliibit 1.
