minutes of the orono planning commission <br />MEETING HELD ON FEBRUARY 20, 1996 <br />(#2 Proposed Zoning Amendment - Continued) <br />Schroeder moved to recommend approval of Zoning Amendment Section 10.20, <br />Subdivision 3, to include A. Schools 1.) Uses Accessory to a High School of A. Indoor <br />Ice Arena. <br />Mabusth noted that the Council has asked the Commission if the code should be amended <br />and if the use was appropriate Where the location could be for the ice arena has already <br />been determined as Mabusth noted the area on CoRd 6 was denied by the school and <br />Council due to safety concerns. The school and Council agreed that the only appropriate <br />space was on the west side of Old Crystal Bay Road. Hawn asked if the language needed <br />to be so specific, and the Commissioners determined that the language of a. 1) could be <br />amended to state that "all such facilities should be located on land owned by the school." <br />a.2) was eliminated as the Commission would like to have greater flexibility with setbacks <br />as part of specific performance standards. <br />With a.2) eliminated, a.3) became a.2) and after discussion of the need for such a <br />statement as advised by the Attorney, was amended to state, "all such facilities shall be <br />owned and operated by the school, or by a non-profit organization under a land lease <br />arrangement with the school which shall be acceptable and approved by the City. <br />Schroeder said he would require another meeting before he could agree to what is now <br />considered a.2) <br />Hawn moved. Smith seconded, to recommend approval of the amended amendment as <br />follows; <br />Section 10 20 One Family Residential District <br />Subd 3 Conditional Uses <br />A. Schools <br />1.) Uses Accessory to a I ligh School <br />A. Ice Arenas <br />a. 1) All such facilities shall be located on <br />land owned by the school. <br />a.2) All such facilities shall be owned and <br />operated by the school, or by a non-profit <br />organization under a land lease arrangement <br />with the school which shall be acceptable and <br />approved by the City. <br />Vote Ayes 3, Hawn, Smith, Lindquist; Nays I, Schroeder. Motion passed <br />It was agreed that a work session would be scheduled in the near future. <br />i <br />1
