The deck will be replaced in the exact footprint of the original one located 58' from the <br />shoreline. The entire deck is located within the 0-75’ setback area proposed at 423 s.f. The <br />original deck received variance approval in 1976. <br />At the March meeting of the Planning Commission applicants were asked to consider removal of <br />landscape areas underlain with plastic to offset excesses of hardcover in me 0-75' (4.04%) and <br />75-250' (31.1%) setback areas. 175 s.f. of landscape area underlain with plastic exists within the <br />0-75' and 838 s.f. exists in the 75-250' setback area, refer to Exhibit D-2. <br />Applicants advised the City that their property receives excessive runoff at greater velocities ever <br />since Landmark Drive was installed immediately north of their property. Major runoff drains <br />over the northwest comer of the property to the lake. Landscape area at the most western part <br />of the property is underlain with plastic and helps alleviate potential for erosion. Staff contacted <br />Dave Zetterstrom of the Hennepin County Department of Transportation to review the local <br />watershed and impact on existing facility. Zetterstrom found the normal runoff from snow melt <br />to be contained along north side but did add that during heavy rainfall the property would sustain <br />the runoff from Landmark Drive. He advised applicants they may consider installing a 1' high <br />berm within the County right-of-way. He added that the County would not approve of any tree <br />plantings. Applicants were advised to contact the County directly to discuss any improvement <br />plans within the County right-of-way and to obtain the necessary permits.
