The City of Orono is an Equal Opportunity Employer <br />sufficient and timely information to staff about plans, expectations, tasks and activities <br />while on shift. <br />• If not delegated to another person, the Deputy Chief of Training remains in command <br />until completion of duties or relieved by the Fire Chief; writes and submits incident <br />reports for all incidents at which he/she maintains command. <br />• Responsible for the public relations efforts as assigned by the Fire Chief; enforces security <br />on all information which is not open for communication; ensures that all directives by the <br />Fire Chief are carried out; represents the department to various fire service organizations. <br />• Provides to the Fire Chief, a document of objectives to be met; keeps the Fire Chief <br />informed of progress, problems, and activities within his/her division; ensures that all <br />training programs and training equipment are well maintained. <br />• Works with other departments within the City to provide any shared training or training <br />props among employees such as EMS training… <br />• Assists with the budget process including the operational budget and the capital <br />improvement plan. <br />• Recommends, researches, writes, distributes conveys, reviews and revises standard <br />operation guidelines (SOGs). <br />• Responsible for the purchasing of equipment and materials for the training and safety <br />area of the department. Reviews, researches and recommends alternate training and <br />safety items as appropriate in line with the budget limitations. <br />• Assists with the recruiting, hiring, and evaluation of firefighter candidates for the <br />department. <br />• Responsible to provide recommendations for annual goals and objectives for the <br />department. <br />• Conducts performance evaluations, ensures effective communications, reviews problems <br />and reports personnel problems to the Fire Chief. <br />• Assigns duties to employees under his or her command, suspends or otherwise <br />disciplines, promotes, discharges, rewards or disciplines subordinate personnel. <br />• Attends extra training and or meetings that are required for this position, including <br />State, County and Mutual Aid meetings. <br /> <br />Required Knowledge, Skills and Abilities <br />Knowledge: <br />• Knowledge of Firefighting Tactics - Knowledge of firefighting tactics such as <br />extinguishment, forcible entry, ventilation, rescue, salvage, and overhaul. <br />• Knowledge of Safety Considerations - Knowledge of basic safety guidelines and <br />regulations, and the ability to apply those guidelines and regulations to specific <br />emergency and non-emergency situations on the job. <br />• Knowledge of First Aid and Emergency Care - Knowledge of techniques for <br />evaluating injuries, providing first aid, stabilizing victims, and providing first <br />responder care before hospital transport. <br />• Knowledge of National Incident Management System - Knowledge of the <br />principles and terminology associated with the National Incident Management <br />System, and the ability to carry out the functions of an incident commander at <br />emergency scenes, including fire, rescue, and other emergency scenes. <br />• Knowledge of Fire Behavior - Knowledge of fire behavior, causes, and hazards, as <br />well as fire chemistry and physics. <br />• Knowledge of Hazardous Materials - Knowledge of first responder management <br />strategies for hazardous materials incidents, and the ability to recognize and evaluate <br />hazardous materials and determine necessary courses of action.
