Box 66 <br />Crystal Bay, MN 55323-0066 <br />September 9,1997 <br />To: Project Area Residents; <br />Subject: Navarre Water Treatment Plant Rehabilitation <br />The Orono City Council will hold a public hearing at 6:30 P.M. Tuesday September 23,1997 in <br />the Orono High School Cafeteria at 795 Old Crystal Bay Road North to consider the <br />rehabilitation of the Navarre Water Treatment Plant. <br />Project Description <br />This plant provides Iron and Manganese removal filtration and softening for the Navarre water <br />system. The plant was originally constructed in 1971 and requires a major rehabilitation for <br />continued effective operation. The existing control systems and the filter media in the plant are past <br />their usable service life which has resulted in inconsistent water quality. One of the three softening <br />units is currently not operating because of corrosion problems. <br />The existing ground water supply exceeds the recommended secondary drinking water standards for <br />concentrations of both Iron and Manganese, and the water supply hardness levels are above <br />desirable standards. Rehabilitation and continued operation of this water treatment plant w ill <br />provide for a long term consistently high quality water supply. <br />Discontinuing operation of the plant will result in poor quality water that will exceed recommended <br />standards. The high levels of Iron and Manganese in the raw water supply will cause discoloration, <br />taste, and odor problems. Excessive levels of Manganese also causes deposit build up that reduces <br />the capacity of the water supply pipes.
