Outlet A. <br />Granting to the City of an underlying Road and Utilities easement over the portion <br />of private Lyman Avenue shown on the plat as Outlet C. <br />6. Payment to the City for legal review and filing of the plat and final plat fee of $400. <br />The MCWD has determined that no stormwater ponding will be required for this subdivision, and <br />has granted a variance to Rule B and waived any contribution for regional ponding. <br />Public Services Director Greg Gappa has inspected the roadway drainage system and has concluded <br />that it appears adequate to handle the additional anticipated stormwater fix>m the proposed driveway <br />and home to be constructed on Lot 2, hence no drainage upgrade is required. <br />On October 21 1 met with the neighboring property owner at 1290 Lyman, Brano Stankovsky, to <br />discuss impacts of the driveway proposed to serve Lots 1 and 2. We concluded that any portions of <br />proposed driveway heading directly south within Lot 1 have a potential for headlights shining onto <br />his back yard, and that the most effective method to screen them will likely be a combination of <br />berm and plantings at snategic locations adjacent to the driveway in Lot 1. The Stankovskys have <br />sent the City a letter regarding this, which was included in your November 10 meeting packet. The <br />Whiteheads have subsequently added a berm to the driveway plan which has been approved by staff <br />(Exhibit C). <br />The only remaining item to be completed is payment to the City of the park dedication fee, in the <br />amount of $13,376 (or potentially some other amount pending further discussion). <br />Staff Recommendation <br />Staff' recommends adoption of the attached Preliminary Plat Approval Resolution #3966 either with <br />additional findings or as-is, and adoption of the attached Final Plat Approval resolution, subject to <br />the plat not being released for filing until the park fee has been paid and executed copies of all <br />required documents have been submitted (drafts have been reviewed by the City Attorney).
