r . <br />^^CILMEETINq <br />OCT 13 1997 <br />REQUEST FOR COUNCIL ACTION OITYOFORONO <br />DATE: October 10,1997 <br />ITEM NO.^1 <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />City Administrator ’s Report <br />Item Description: County Road 6 Tunnel Agreement with Spring Hill Country Club <br />Background <br />The plans for the Spring Hill Golf Course include a pedestrian underpass under County Road 6 to <br />connect the north and south sections of the golf course. This underpass requires the installation of <br />a box culvert under County Road 6. County approval of the culvert requires an agreement directly <br />with the City regarding inspection and maintenance responsibilities, and liability regarding the <br />culvert. The City has agreed to enter into this agreement with the County based on also entering into <br />a similar agreement with the Spring Hill Golf Course, through which the City passes these <br />responsibilities to the Spring Hill Golf Course. <br />Status of Agreement <br />The City Attorney is working with the Spring Hill Attorney to finalize the agreement between the <br />City and the Spring Hill Golf Course. An outline of the agreement is attached. The final agreement <br />will be provided at the Council meeting. <br />Timing of Culvert Installation <br />The Spring Hill Golf Course wants to install the culvert this fall to provide easy access between the <br />north and south sections of the Golf Course next spring. Both the County and the City have <br />concerns regarding disturbing County Road 6 in l.’-te October. It is important to avoid being unable <br />to complete the repaving and be put in the position of making continuous repairs all winter. Staff <br />believes it is important to discuss with the Spring Hill Golf Course whether the potential impact on <br />productivity in the spring is worth the potential problems that would be caused to the road <br />throughout the winter if the weather turns bad and the repaving cannot be completed. (Please see <br />the attached memo from Greg Gappa.) <br />Public Use of Underpass <br />There has been discussion with Spring Hill Golf Course regarding the public use of the underpass <br />during the off season. The underpass would provide a safe crossing of County Road 6 for those <br />using the trail to be constructed adjacent to the golf course. The golf course manager was to review <br />the underpass usage issue with the Spring Hill Board Members. He had not contacted staff at the <br />time of this writing. The response of the Board will be brought to the Council meeting. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve/continue action on the County Road 6 tunnel agreement with the Spring Hill Golf <br />Club.
