COUNCIL MEEHNO <br />Department Approval: <br />Name Ron Moorse <br />Title City Adiniiiistrator <br />JUN 2 3 1997 <br />REQUEST FOR COUNCIL ACTION <br />CITYOFORONO <br />DATE: June 4,1997 <br />ITEM NO.: 9 / <br />Administrator Reviewed:Agenda Section: <br />City Administrator's Report <br />Item Description: Authorization to Initiate an Internal Promotional Process for a Sergeant <br />Position <br />► <br />For a number of years the Police Department had three lieutenant positions—two patrol lieutenants <br />and one administrative lieutenant-providing supervision on all three shifts. Through resignations <br />and retirements, this number was reduced to one lieutenant in 1994. At that time, three officers were <br />promoted to corporal positions to provide for lead officers on each shift. This has provided many <br />benefits to the department. The corporals have taken the initiative to address many needs as they <br />have arisen. However, it is difficult to assign major ongoing managerial or administrative <br />responsibilities to the corporals due to their primary patrol responsibilities. <br />In 1996 the remaining lieutenant was promoted to the chief position leaving no true supervisory <br />positions below the chief. With a department of 18 full-time and 3 part-time staff, having only one <br />true supervisory position stretches the chief beyond reasonable limits in terms of supervisory and <br />managerial responsibilities. As a solution, it is recommended that the corporal positions remain in <br />place and a process to fill a sergeant position through internal promotion be initiated. The sergeant <br />would have patrol responsibilities, but would also have substantial supervisory and managerial <br />responsibilities. A memo from Chief Cheswick regarding the sergeant promotion is attached. <br />The proposed pay rate for the sergeant position is based on market comparisons and providing a <br />reasonable pay differential between the patrol officer position and the sergeant position. It is <br />proposed that the sergeant base pay rate be set at $22.13/hour with the same longevity pay schedule <br />as the Patrol Officer classification (i.e. 3% @ 4 yrs, 5% @ 8 yrs, 7% @ 12 yrs, 9% @16 yrs). <br />The sergeant position will be eligible for overtime pay according to the City's compensation policies. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve the creation of a sergeant classification in the Police Department with a base pay <br />rate of $22.13/hour and a 3-5-7-9% longevity pay schedule. Motion to authorize an internal <br />promotional process to appoint a sergeant.
