WEST HENNEPIN RECYCLING COMMISSION <br />Greenfield-Independence-Long Lake-Loretto-Maple Plairv-Medina-Orono <br />65 Stubbs Bay Road Maple Plain, MN 55359 476-0012 <br />RECEIVED <br />MAY 1 41997 <br />To: WHRC City Administrators and City Councils <br />CITY OF ORONO <br />From: Amelia Kroeger <br />Re: Downturn in Markets for Recycled Paper <br />The markets for recycled paper (especially unsorted mixed paper) are at record lows. This reality has put serious <br />financial pressure on curbside recycling collection haulers. <br />The WHRC commissioners have met and decided to share in the $10 per ton cost to take paper for recycling to <br />the Hennepin Transfer Station. The WHRC will make a three-month commitment with both Wright Recycling <br />(Greenfield) and E-Z Recycling (Independence, Long Lake, Loretto, Maple Plain, Medina and Orono) to split <br />the per ton charge 50/50 retroactive to May 1, 1997. The $5 per ton share will come from WHRC reserves and <br />will be based on Wright’s and E-Z’s monthly tonnage reports for our 7 cities. In addition, WHRC will make a <br />three-month commitment to share in Wright’s additional transport costs 50/50, which amounts to $75/mo. The <br />S75 per month will, as well, come from WHRC reserves. <br />The Commission reserves can realistically support six months of sharing this market downturn cost with our <br />vendors on the basis reported above. We will, however, reevaluate the situation mid July for any necessary <br />extension of this commitment. <br />At this time the outlook does not look promising for a turnaround in market conditions before at least September <br />1997. However, the Minnesota Office of Environmental Assistance, Hennepin County Environmental <br />Management, and our haulers are working hard to locate acceptable new paper recycling markets. <br />It is my sincere hope that we can use this current situation to support the functioning of our recycling system, <br />and work to improve it.
