Request for Council Action continued <br />Page 2 <br />June 4, 1997 <br />Request for Municipal Sewer Service Outside of the MUSA <br />5. Because the major sewer project currently underway is in the North Long Lake area, <br />most of the properties who are requesting the extension of sewer service are in that <br />area. An issue specific to this area is the lack of sewer capacity to accommodate <br />additional sewer units until the Highway 12 project is completed. <br />6. The City's current general policy provides that when a property is added to the sewer <br />system outside of a specific sewer project, the property pays the cost of the sewer <br />unit as a one-time connection charge vs. as a special assessment. There have been <br />requests to allow this connection charge to be paid over a number of years similar to <br />a special assessment. <br />At this time, staff is requesting direction from the Council regarding two issues: <br />1. Does the Council want to consider the issues related to providing sewer service to <br />additional properties outside of the MUSA? If so, staff will move ahead to prepare <br />information to assist the Council in considering those issues. <br />2. Should those properties with non-conforming septic systems who have indicated an <br />interest in municipal sewer be provided with an extension of the time period for <br />replacing their septic systems? Staff recommends that if the Council is going to <br />consider the issues related to providing sewer service to those properties, they should <br />be given an extension of the time period for replacing their septic systems until the <br />Council completes its review process. <br />COUNCIL ACTION REQUESTED; <br />Motion to indicate whether the Council wants to consider the issues related to providing sewer <br />service to additional properties outside of the MUSA line, and to authorize the extension of time <br />periods for septic system replacement for those properties that have indicated an interest in <br />municipal sewer service. <br />V
