Project Understanding <br />Ferndale Road from County Road 6 to Highway 12 has been slated for <br />reconstajctfon In 1998. The centerline for the majority of this <br />approximately one-mile long segment marks the boundaries between <br />the Cities of Orono and Plymouth. The City of Orono has requested that <br />the Qty of Plymouth act as the lead agency on this reconstruction <br />projea. <br />Ferndale Road is classified as a minor colieaor street In the Plymouth <br />Transportation Plan, its present width and Inadequate site distances <br />present safety issues that need to be addressed in the new design. <br />Ferndale will be reconstruaed as a nine-ton urban section roadway and <br />designed using Municipal State Aid standards. The road width will <br />provide for two lanes of traffic and a parking lane. A walking trail is to be <br />inciuded in the right-of-way along the east side. Sanitary sewer will be <br />fended from 12*^ Avenue to CSAH 6. A comprehensive drainage plan <br />for the trunk storm sewer will be completed. The storm sewer system <br />will be designed as part of this improvement project. <br />We see several issues as key to this projea. These are: <br />Transportation element — being able to accommodate traffic durina <br />construction <br />^ residents (public awareness during consrruaionj <br />► Storm drainage <br />► Sight distance correalons <br />Of these elements, communication with affeaed is a priority. Bonestroo <br />has extensive experience in this area and has several ideas for keeping <br />residents Informed of the project’s status. This pro-aaive approach often <br />results In increased public consensus and projea support. <br />This submittal provides a proposed scope of work for three distina <br />projea elements. These are: <br />► Preliminary engineering <br />► Design plans and specifications; contract bid assistance <br />► Construaion services <br />C/ly of Plymouth
