State <br />statutes allow prepay of assessments if the total assessment amount is prepaid. State statutes allow <br />prepayment of a portion of the total assessment amount only if the city has adopted an ordinance <br />allowing partial prepayment of assessments. The Council has adopted ordinances allowing <br />prepayment of assessments in the past. However, these ordinances were specific to a particular <br />public improvement project. The ordinance currently proposed is a more general ordinance vdiich <br />allows partial prepayment of assessment for any public improvement project. <br />COUNCIL ACTION REQUESTED: <br />Motion to adopt the attached ordinance allowing partial prepayment of assessments. <br />1
