directed toward the houses. The City of Orono installed a pipe to divert some flow west along <br />North Shore into an existing culvert that flows under North Shore Drive toward Rest Point Lane. <br />The intent is to redirect the flow from Tonka View Lane toward Lake Minnetonka in a location <br />that will reduce the potential for property damage. A detention pond will be required in the <br />northwest quadrant of the intersection to avoid overwhelming the Rest Point Lane drainage system <br />into Lake Minnetonka. <br />These solutions have not been very effective in reducing the possibility of flood damages to the <br />houses at 4500 & 4510 North Shore Drive. Some improvements to CR 19 may have actually <br />increased the potential for serious flood damage. Discussions with the affected property owner <br />in the northwest quadrant of the intersection about a ponding easement have occurred, but an <br />easement has not yet been obtained. Further discussions with the property owner need to occur. <br />In the event that an agreement cannot be reached, it may be necessary to acquire this easement <br />through condemnation proceedings <br />Bonestroo Engineers has prepared a report describing the necessary intersection and storm sewer <br />improvements required to redirect the Tonka View Lane flow toward the Rest Point Lane drainage <br />system. (See attached report) This proposed project will require the reconstruction of the <br />intersection to provide a low point with catch basins to provide for positive redirection of the <br />Tonka View Lane flow into the detention ponding area. The estimated cost of this project is <br />$59,280.00. <br />The completion of this project is necessary to reduce the possibility of further damages to the two <br />houses along North Shore Drive. Previous damages to these two homes total approximately <br />$46,000. Funding for this project is recommended to be provided from the PIR fund. This fund <br />has been established to finance needed storm sewer improvements. The current balance available <br />for storm water projects is $80,000. The City has budgeted $25,000 for storm water projects in <br />1997. <br />COUNCIL ACTION REQUESTED: <br />Motion to authorize the construction of storm sewer and detention ponding improvements at the <br />intersection of Tonka View Lane and North Shore Drive and the acquisition of a storm water <br />ponding easement for completion of this project at an estimated cost of $59,280.00. <br />Motion to fund this project from the PIR fund, as budgeted.
