Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer's Report <br />Item Description: CR 19 (North Shore Drive)/ Tonka View Lane Drainage Situation <br />At the April 28, 1997 City Council meeting, during the public comment period, property owners <br />along North Shore Drive presented information on flooding problems. The intent of this memo <br />is to provide a brief summary of this issue and obtain Council authorization to begin work on a <br />proposed solution to this problem. <br />Property Owners: <br />John Bessessen, 4500 North Shore Drive <br />Kathy Sawicki, 4510 North Shore Drive <br />Attached you will find a highlight of damages caused to these two properties prepared by the <br />owners. This summarv of issues along with copies of past correspondence was presented to the <br />Council members at the last meeting. The property owners have also retained the services of <br />Mattke Engineering Inc. for preparation of a hydraulic drainage analysis. This report was also <br />provided to Council members at the last meeting. <br />These two houses are located along North Shore Drive between the highway and Lake <br />i.I;;;ncronka. The houses are at a lower elevation than the road, so runoff from the road ditch and <br />roadway has historically flowed toward the houses, then into Lake Minnetonka. Tonka View Lane <br />is located uphill and to the west along North Shore Drive. The water flows down Tonka View <br />Lane and then to the east along North Shore Drive towards the subject properties. (See attached <br />map) <br />The property owners are claiming that additional houses and hardcover constructed along Tonka <br />View Lane has resulted in increased runoff being directed toward the subject properties. The <br />increased flows from Tonka View Lane and CR 19 also coincide with work completed by the <br />County to clear the roadside ditch. This ditch work has increased the velocity of the water flowing <br />to the subject properties. <br />Several solutions have been attempted to correct this situation. Hennepin County has installed <br />curbing, graded ditches, and completed pavement overlays to reduce the amount of flow being
