The total cubic yardage of excavation/grading/filling including both Orono and <br />Medina U indicated as 340,000 cubic yards in the EAW. Applicants have indicated they are <br />attempting to bolance the cuts and fills within the site so as to minimize the distance material <br />has to be moved. Their goal is to avoid transporting materials on or across area roadways. <br />The result should be a reduction in the construction impacts to the roads and the <br />neighborhood. <br />The City is generally concerned about possible noise, odor, dust and visual impacts during <br />the 2-year construction phase of this project, as well as the potential for erosion and <br />sedimentatior. associated with the high volume of earth movement expected. <br />STAFF RECOMMENDATION: The following should be required as general conditions of <br />approval: <br />1.The City may limit the hours during which grading activity may occur so os not to <br />be a disturbance to the neighborhood. The specific hours should be a point of <br />discussion prior to final resolution approval. <br />2.Applicant shall take whatever steps are necessary to minimize odors and dust during <br />the construction process. <br />3.Given the existing condition of Spring Hill Road, it would be reasonable and <br />prudent for the City to limit construction trafRc to the existing Co. Rd. ( access. <br />4. <br />5. <br />The developer shall maintain local roads in a clean condition. <br />The City shall retain the ability to limit construction traffic on local roads if weather <br />conditions result in an unsafe situation, although most grading work is expected to <br />be completed in the summer months where icy conditions arc not a concern. <br />6.Applicants shall adhere to the Best Management Practices for Protecting Water <br />Quality in Urban Areas .
