#2209 4-18-97 Page 7 <br />IV. INFRASTRUCTURE/COMPREIIENSIVE PLANNING <br />A. Maintenance Facility Access Location <br />The most recent set of plans indicate the access location moved northward to the crest of the <br />road to enhance sight distance. This appears to be the safest location for an access to serv e <br />the maintenance facility at this site. <br />STAFF RECOMMENDATION: Approve the revised location of the access to the <br />maintenance facility. <br />B. Clttbhonsc Access Location <br />(See Moorse/Oappa memo of 3-31-97, City Engineer letter of April 16, and Hennepin <br />County letter of March 19) Staff and the City Engineer have concluded that the most <br />appropriate access location is on Spring Hill Road as proposed, and Hennepin County public <br />Works concurs. This is consistent with City codes and policies limiting direct access onto <br />arterial roadways whenever possible. <br />STAFF RECOMMENDATION: Approve new driveway access onto Spring Hill Road for <br />clubhouse, subject to closure and removal of all current field entrances and driveways <br />abutting the site on County Rood 6. <br />C. Spring Hill Road Condition <br />(See letter of April 16 from City Engineer) The Engineer has indicated that the condition of <br />Spring Hill Road and East Long Lake Rood warrant more than normal maintenance. He is <br />recommending that Spring Hill Road be overlayed at Spring HiH's expense, based on the <br />increased intensity of use associated with the golf course use. The overlay would be <br />expected to last 10 years, estimated cost for the overlay is SI31,732. <br />STAFF RECOMMENDATION: Per City Engineer's recommendation dated 4-16-97. <br />D. Intcrsectior Upgrades <br />The City Engineer has indicated that 1 lennepin County should determine whether intersection <br />upgrades, including turn lanes, are needed at the 6/Tamarack and 6/Hunter intersections as <br />a result of this development. If so, the Engineer recommends those upgrades be assessed to <br />this development. Staffis meeting wiili Hennepin County on April 18 to review this. <br />STAFF RECOMMENDATION: Pending <br />#22094-18-97(Reviscd 4-21-97) Page 8 <br />E. Trail System <br />V. <br />Medina has conditioned their approval on a trail easement along Tamarack coinciding with <br />Orono's trail. Orono's adopted trail plan does not include a trail heading north on Tamarack <br />Drive. It does, however, indicate a trail coming up East Long Lake Road and continuing <br />westward on Spring Hill Road. Applicant has indicated he will cooperate to the extent <br />possible in establishing trails on or adjacent to the perimeter of the site. Neither staff nor <br />Pork Commission have investigated the specific trail needs or routing as of this writing. <br />STAFF RECOMMENDATION: Pending <br />F. Utility Needs <br />Mujucipal sewer and water arc not available for this property. The property can be developed <br />05 proposed without the need for municipal utilities. <br />STAFF RECOMMENDATION: None <br />G. Tunnel Under Co. Kd. 6 <br />See I lennepin County March 19 letter. A number of issues regarding the pcdestrion/vehicle <br />culvert under County Rood 6 were raised by the County. This will require additional <br />discussion between the City and the County. However, staff conceptually has no problem <br />with the tunnel. <br />STAFF RECOMMENDATION: Pending <br />IMPACT OF FOREGOING ALTERNATIVE SITE USES <br />The alternative permitted uses for the site include continuation as a conference center, <br />redevelopment into single-family housing on 2-acre lots; and use for public <br />parks/playgrounds or municipal buildings. A number of potential conditional uses are <br />allowed in the RR-1D/RR-ID-1 districts. Ilie potential financial impact on the City due to <br />development of this property as a golf course rather than for single family housing is defuied <br />below in terms of foregone potential tax revenues and park fees. <br />A.
