f <br />#2209 - Spring Hill Golf Clnb <br />May 8,1997 <br />Page 2 <br />a. <br />b. <br />Use of proper erosion control methods during construction. <br />Wetland mitigation subject to MCWD approval and in accordance with the <br />Minnesota Wetland Conservation Act and Corps of Engineers Section 404 <br />Clean Water Act requirements. <br />C. Big Woods Alteration Impacts <br />STAFF & PC RECOMMENDATION: Planning Commission assessed all relevant <br />information regarding the Big Woods and concluded that applicants have taken appropriate <br />steps to minimize the impacts, that there still will be significant impacts, but that the golf <br />course use is a better alternative for use of this property than residential development which <br />is likely to occur if the golf course does not proceed, and which would potemtially have a <br />greater impact than the golf course. <br />CITY ENGINEER'S RECOMMENDATION: Anthonv DeMars of Bonestroo has made a <br />number of general recommendations in his letter of May 6 regarding reduction of impacts <br />to the Big Woods. These include maintaining wetland perimeter buffers; maintaining <br />connectivity between wetland and forest areas; careful pesticide and fertilizer application; <br />management and removal of exotic plant species, and use of native plants along the forest <br />edges. <br />D. Alteration of Wildlife Habitat and Movement Corridors <br />STAFF & PC RECOMMENDATION: (none) <br />£. Impacts on Surface Water Runoff Quality/Quantit}' <br />1. Drainage. <br />b. <br />STAFF & PC RECOMMENDATION (Per City Engineer's comments): <br />a. Storm sewer lines should be extended to the normal water level of the <br />wetlands or ponds. <br />There may be a need for a drainage culvert along the north side of Co. Rd. 6 <br />to direct drainage past the tunnel entrance. <br />Existing roadway culverts near the site should be field surveyed and if damaged or <br />deteriorated, should be replaced (Staff note: since applicants' plan does not require <br />upsizing of culverts, their replacement would normally be done at City expense). <br />c. <br />i
