If not, then applicant must provide a stormwater plan for development of <br />Outlot E. <br />Staff Recommendation <br />Staff recommends approval of conversion of Outlot E to buildable lot status as Lot 1 , Block 1 , Sugar <br />Woods Second Addition or ly under the following conditions: <br />1. <br />2. <br />4. <br />5. <br />Lot 1 shall have no direct access to Highway 12, and shu ’ not access directly <br />to 12 via the adjacent Wear property. Applicant shall grant the City a drainage, utility and trail easement over Outlot <br />D. <br />A triangular segment of right-of-way shall be platted as an outlot per Exhibit N <br />of 3-13-97 memo, and applicant shall grant to the City road, trail, drainage and <br />utilities easements over said outlot. <br />Applicant shall provide confirmation that the existing stormwater pond is viable to <br />serve Lot 1, or shall provide a new comprehensive stormwater plan for Lot 1 and <br />Outlot F, subject to approval of the Minnehaha Creek Watershed District and the <br />City Engineer. <br />6. Subject to the standard 10' perimeter drainage and utility easements. <br />7.
