Request for Council Action continued <br />page 6 of 7 <br />February 21, 1997 <br />Zoning File #2204 <br />B.Applicant shall have option of either relocating monuments so that a 24' wide <br />opening is provided or install a 28' wide paved road to the immediate west of <br />monuments for a minimum 100' distance. <br />8. Owners ol Lots 3 and 4 must install conforming septic system prior to final plat <br />approval. If septic systems have not been installed at the time applicant seeks final <br />plat approval, applicant shall e.xecute a developer's agreement and post appropriate <br />security to ensure systems are installed by an agreed upon date in 1997. <br />CONDITIONAL USE PERMIT FOR GUEST/CARETAKER HOUSE <br />Total area of Lot 3 = 7.51 acres (1.94 acres of Type 2 wetland to be included in dry buildable <br />of property). <br />Required = 4 acres <br />25’x25' caretaker residence with 6’xl2' lake side deck is located entirely within 75' setback area. Any <br />plans to expand the existing building envelope or construct a new foundation will require variance <br />approval from the City. <br />Staff has completed an inspection of the caretaker residence and found the structure to be structurally <br />sound. As already noted above, the primary septic site has been sized to serve 8 bedrooms. The 2 <br />bedroom caretaker residence and 6 bedroom principal residence will be serv'ed by one septic system. <br />The property at 7.51 acres satisfies the 4 acre zoning standard and with over 1,000’ of shoreline will <br />easily meet the lot width requirement. <br />Staff Recommendation <br />To approve the conditional use permit for an existing caretaker/guest house on proposed Lot 3, <br />Fullerton Estates Plat finding all standards of the guest house conditional use permit to be satisfied. <br />Approval is subject to the following conditions: <br />1. <br />2. <br />3. <br />Council shall grant formal approval of the conditional use permit for guest house on <br />proposed Lot 3 at the time of final subdivision approval of the Fullerton Estates plat <br />by the Council. <br />Applicant and future owners are placed on notice that any expansion of the existing <br />building envelope or construction of a new foundation will require variance approval. <br />A conforming septic system shall be installed to serve the caretaker residence and <br />principal structure on Lot 3 no later than June 30, 1997.
