Gappa
Title Director of Public Services
Administrator Reviewed:
'Ah
Agenda Section:
Administrator's Report
Item Description: Demolition of Buildings in Antoine Park
Antoine Park contains two older buildings that are in a state of disrepair. One of these buildings
is an old horse stable with several sections. The other building is an old storage garage. Before
construction of the new Public Works facility these buildings were used for storage of supplies
and equipment. These buildings are no longer being used for storage by the Public Works
department, and no future use of these buildings for storage is anticipated.
These buildings are in need of major repair work including new roofs, repair of cracked walls,
and painting to restore them to a safe and usable condition. These buildings have become a safety
concern as children have been climbing on the roofs and painting graffiti on the interior walls.
We have obtained an evaluation of these buildings by a structural engineer. The results of this
investigation indicate that these buildings do not meet current building codes. The work required
to make them code compliant is not economically feasible. ( See attached Letter)
The City has no further use for tht:se buildings. The only current use is by the neighborhood
residents. The open sided area in the old horse stable is occasionally used for a picnic shelter.
A future open air gazebo could be constructed for this use. The gazebo could be constructed in
the center of the park a safe distance away from any trees. The current buildings are located
adjacent to trees on the adjoining property. Children have been climbing these trees to get up on
the building roofs. An open air gazebo would be safer and easier to monitor. The existing
buildings are a security concern and provide a hiding place that is hard to police.
The estimated cost for the demolition and removal of these buildings is $6,500.
The Park Commission has recommenced that these buildings be demolished with the funding being
provided from a source other than park dedication funds.
COUNCIL ACTION REQUESTED:
Motion to authorize demolition of the buildings in Antoine Park with the funding source
designated by the Council. Motion to complete the required budget adjustments for funding of
building demolition.
