J Staff Notes re: average lakeshore setback <br />K Approval Resolution <br />Description of Request <br />The applicant proposes to build a new residence on a vacant lot. The lot has been vacant because <br />a hazardous building was removed from the site. The proposed design includes a basement, two <br />levels of living space and an observatory. A double garage is proposed with access off of Concordia <br />Street. <br />The applicant requests an average lakeshore setback variance to allow the proposed deck of the new <br />residence to encroach 8' into the required setback. The applicant is also requesting a height variance <br />of r 4" to be able to have an observatory. The applicant has reduced the original height of the <br />observatory by using a different construction method which lowers the proposed height. <br />Issues <br />1. This is a comer lot. There are two side yards and one front yard. <br />2 The lot size is conforming to the LRl-C lot size requirements. The proposed <br />side yard setbacks exceed the minimum standards. <br />3. <br />4. <br />5. <br />6. <br />The proposed deck encroaches approximately 8' into the average lakeshore setback <br />The deck would be located approximately 103' from the shoreline. The deck will <br />not interfere with lakeviews for any adjacent properties. <br />The building height has been reduced since the plans were originally drawn. The <br />height variance has been reduced from 2' 5" to 1'4'. <br />The lot has been combined into one tax parcel. <br />The proposed design is in conformance with structural coverage and hardcover <br />requirements. <br />7. The applicant has designed the new structure to save mature trees on the property. <br />8.Moving the structure further to the north would impact the root system of a large tree <br />and reduce the parking pad from 20’ to 15' which could not accommodate some longer <br />vehicles.
