REQUEST FOR COUNCIL ACTION
Date:
Item No« •
\
9>, %■
\ %
. \
5:6
March 7;%
Department Approval
. Gaffron
Administrator Approval:Agenda Section:
Name: Michael P.
Title: Asst. Planning & Zoning Administrator
Item Description: Public Hearings - Bracketts Point and Bay Ridge/Hartwood Sewer Projects
List of Exhibits:
A - Notice/Letter/Maps Mailed to Affected Property (.Owners
B - City Administrator memo re: Hartwood trunk assessment options
C - Resolutions Ordering Preparation of Plans and Specifications
D - Feasibility Reports (February 1997)
These public hearings are required prior to directing the City Engineer to prepare plans and
specifications. These are the first formal public hearings on these two projects, although public
information meetings were held with the residents during 1995 and 1996.
As a result of the public information meetings, it appears to st.ifiThat there is general neighborhood
understanding of the background and need for sewer, therefore staff does not plan to make a detailed
presentation regarding the septic system conditions, etc. The City Engineer will make a presentation
of the feasibility report findings and recommendations regarding:
Recommended sewer system layout
Impacts to individual properties
Project costs
Schedule
The Engineer's presentation should be followed by a question and answer session open to the public.
Note that these are hq I assessment hearings, which are anticipated to be held in June after plans and
spec's have been accepted and bids received. The question of whether the Hartwood residents will
be assessed for trunk charges prior to lateral installation, remains to be answered prior to the June
hearings (See Exhibit B).
Bay Ridge / Hartwood Lift Station Location Issue
An additional issue for discussion is that the owner of the Hartwood property on which the lift
station is proposed. Mr. Boni, has strongly objected to having the lift station on his property, and
wants nothing to do with the sewer. He has a relatively new septic system and landscaping he
doesn't want disturbed. The City Engineer has indicated that relocating the lift station further north
onto the most southerly Bay Ridge property will result in higher future costs to ser\’e the Hartwood
