Revised Noise Ordinance <br />Background: <br />At the City Council meeting on January 13, 1997, this item was carried over so that the Planner <br />could review the ordinance. Staff has further reviewed the proposed ordinance and made several <br />minor changes. The changes include the following: <br />Misdemeanor <br />Language was added to Subd. 3, "Prohibited Noise", to specifically indicate that violations of the <br />noise ordinance are considered misdemeanors. <br />Sound Levels » <br />The decibel levels in Table 1 were adjusted by 5 decibels in each district to be consistent with <br />the Minnesota Pollution Control Agency (MPCA) noise regulations. According to ”An <br />Introduction to Sound Basics" noise levels of common activities are as follows; <br />50-60 dba <br />60-70 dba <br />70-80 dba <br />80-90 dba <br />Conversational Speech <br />business office <br />heavy truck <br />average street traffic <br />Emergency Work and Vehicles <br />Language was added to Subd. 5. "Emergency Work", to exempt emergency vehicles and civil <br />defense systems from the noise standards. <br />COUNCIL ACTION REQUESTED: Staff recommends adoption of the attached ordinance.
