TO: <br />FROM: <br />DATE: <br />Mayor and City Council <br />Ron Moorse, City Administrator <br />January 24, 1997 <br />SUBJECT: Highway 12/Long Lake Storm Water Management Plan <br />One of the 14 conditions the city of Long Lake placed on its approval of the Alternate 6 Highway <br />12 corridor proposal was that MnDOT provide storm water facilities to serve a substantial portion <br />of the city of Long Lake. As the first step in addressing this condition MnDOT coordinated a <br />meeting to begin a study of storm water drainage in the proposed corridor area on Friday, January <br />24. In attendance at the meeting were representatives from; MnDOT preliminary design, MnDOT <br />water resources (storm water modeling), the city of Long Lake, the city of Orono, the MCWD, the <br />DNR, and the Corps of Engineers. <br />The city of Long Lake's goals related to storm water facilities are two fold. <br />1. <br />2. <br />Creation of a sub-regional storm water pond to handle all or nearly all of Long Lake's storm <br />water drainage - particularly from the downtown/commercial/industrial area - so that Long <br />Lake does not have to provide any other ponding. <br />Diversion of all storm water that currently runs from Long Lake (city) to Long Lake (lake) <br />away from the lake and instead into a sub-regional storm water pond to protect the water <br />quality of the lake. <br />MnDOT water resources staff will be developing a storm water drainage model and plan with input <br />from the affected cities and agencies. Several *ssues that city of Orono needs to ensure are addressed <br />in this process are as follows: <br />1. <br />2. <br />3. <br />What arc the impacts of diverting all of Long Lake's storm water drainage away from Long <br />Lake (lake) and into a storm water pond. i.e. Impacts down stream of the storm water pond <br />in Orono particularly during a 10 or 50 year storm. <br />Can Orono benefit irom the regional pond by eliminating or minimizing the need for <br />ponding to serve development on the north side of Highway 12. <br />Is the city willing to participate in the cost of the storm water improvements if there is <br />significant benefit to the city.
