Cooperative <br />Construction agreements will be necessary to effect the understandings contained in <br />items number 1, 2 and 5 at a minimum. An administrative settlement is the <br />contemplated vehicle for resolving item number 3. Other agreements will likelv be <br />necessary to achieve other items. The City and the State agree to commence <br />negotiations on these agreements as soon as possible.
