STATEMENT OF HARDSHIP <br />The subject property does not meet the minimum lot area requirements. The shallow depth of the <br />lot precludes a building pad because of the 50’ street yard setback requirement and the 75' lakeshore <br />setback. The site also includes a bluff line where 30' is required as a top of bluff setback. No <br />additions can be made to this property without requiring a variance. <br />ANALYSIS <br />The applicant has proposed minor additions of a lakeside deck and an entry to minimize the amount <br />of hardcover on the site. The applicant proposes to remove the following: <br />Walk at front and rear of home <br />Concrete tile surrounding the residence <br />Upper patio <br />Lower patio <br />Front entry <br />To add living space to the existing residence and maintain the architectural character of the house, <br />the applicant has proposed to raise the house by 4' to add a walkout under a new deck on the lakeside <br />of the residence. <br />STAFF RECOMMENDATION <br />The Planning Commission should review the previous plan and compare it to the revised plan. Staff <br />does not believe that the raising of the structure by 4' will impact lakeviews from adjacent <br />residences. More structure will be visible from the lakeside. The revised plan requires: <br />Hardcover variance in the O’- 75" setback to add 159 sq. ft. <br />Street yard setback variance to locate 27' from the street where 50' is required <br />Lakeside setback variance to locate the deck 49' from the shoreline where 75' and ALS is required <br />Top of bluff setback variance to add structure is the bluff setback area <br />A conditional use permit to change/alter the land in the lakeshore setback to raise the house 4' <br />The Planning Commission should consider ti^at the size, shape and orientation of the lot, the existing <br />setbacks, and the topography of the lot and determine if the proposed additions meet the intent and <br />purpose of the Zoning Code.
