TO: <br />FROM: <br />DATE: <br />Chair Smith and Orono Planning Commission Members <br />Ron Moorsc, City Administrator <br />Liz Van Zomeren, City Planner/Zoning Administrator <br />August 12,1998 <br />SUBJECT: #2395 Brent and Kathym Bentrott <br />Variance(s)-Public Hearing <br />Zoning District:LR’IB One Family Lakeshore Residential District (1 Acre) <br />Lot Area: 14,768 square feet (.339 acres)_______________ <br />Application:The applicants appeared at the July 20th Planning Commission meeting <br />and requested hardcover variances, a 10' vacation of Bluff Street, and <br />side yard adjacent to street setback variances. <br />The Planning Commission recommended that the proposed three season <br />porch be located at least 3' from the side property line and that Bluff <br />Street not be diminished by a 10' vacation. The applicant was also directed <br />to redesign the location of the garage to include meeting the side yard setback <br />from the east property line. <br />The applicant has submitted a newr plan that shows access from the street <br />and locates the garage closer to tlie house, approximately 130' from the street. <br />The applicant has also submitted building elevations for the proposed <br />22' by 25' garage. The garage would be two stories with the doors facing <br />the street and a door on the lakeside for access to the storage area. <br />The street elevation is approximately 964'. The elevation for the proposed <br />garage is approximately 943'. This is an elevation change of 21' in 130 feet, <br />a grade change of 16%. The recommended maximum slope for a driveway <br />is 8%. The grade needs to be significantly changed for the driveway to the <br />proposed garage to be 8%. Staff has estimated that approximately 400 cubic <br />yards of fill would be needed to construct a driveway and a garage. This is <br />about 40 truckloads of fill. This much fill may change drainage on <br />the site and may impact the adjacent residential property. Staff has asked the <br />City's consultanting engineer to review this situation. <br />pagf-t
