Coimcil and Planning Commission minutes and agendas for the months directly <br />prior to that date indicate no record of any hearing or discussion of the matter prior to the August <br />14 meeting. The background information provided to the Council for meetings ca. 1979 (except for <br />matters related to zoning applications) was apparently not kept or microfilmed for future reference. <br />Enclosed is a copy of the pertinent August 14,1979 Council minutes.
