The property in question cannot be put to a reasonable use if used under conditions <br />allowed by the official controls. <br />A new residence could not be constructed without the granting of a lot area variance. <br />A reasonable residence could be constructed that meets setback and hardcover <br />requirements, however. <br />2.The plight of the landowner is due to circumstances unique to his property not created <br />by the landowner. <br />The parcel consists of two legally combined substandard lots. Even with both lots combined, <br />the total lot area is substandard.
