The purpose of this action item is gain council direction on what to do with respect <br />remodel of the existing Public Works facility. <br /> <br />2. Background. In 2022 the city completed a facility future use study for the existing/old public works <br />facility. The study looked at use of the facility for either a fire station or a recreation facility. A copy of <br />the study results is at Exhibit A. As part of the Fire Needs Assessment staff analyzed potential facilities <br />needs to support the future fire department using the existing fire stations. Resolution 7375 directed staff <br />to solicit design proposals for remodeling the old public works facility for potential use as a fire station <br />and a facility study on the existing stations. Staff solicited a proposal for Oertel Architects, the design <br />firm for our new public works facility and author of the future facility study. Their proposal is at Exhibit <br />B. Staff is soliciting proposals for facilities studies of the existing stations. Functioning fire facilities will <br />be required to finalize our state fire number and for providing service to the Navarre area by July of 2024. <br />Current litigation may hamper access to existing facilities to complete the studies. In July of 2023 the <br />City of Long Lake’s legal actions have resulted in limiting Orono’s access to our Fire Facilities in the <br />near term. <br /> <br />3. Costs. Below are the costs from estimates for fire facility remodels and renovations as well as a <br />design proposal for renovation to the existing PW facility to a permanent fire station. <br /> <br />a. Facility Costs. The estimated cost for renovating the PW facility is $3,499,618. The cost for <br />work needed at the existing facilities is 2,213,200. If everything was completed the total would be <br />approximately $ 5,712,818. Design Proposal. Oertel Architects provided a Design for remodel of the exiting PW facility to a <br />permanent fire station for a cost of $ 295,120. The proposal is broken into design phases with the <br />understanding that the city may take an alternate path for full conversion of the PW facility to a <br />permanent Fire station. <br /> <br />4. Funding. The Facilities Bonding included $3,000,000 for potential fire facilities. <br /> <br />5. Staff Recommendation. <br /> <br />a. I do not recommend committing to the remodel of the PW works facility into a permanent fire <br />station. The facilities bonding dollars would be better spent on needed remodeling and updates to the <br />existing fire stations. <br /> <br />b.
