The Navarre Community Initiative is requesting permission to place decorated bikes and bike <br />parts (wheels) in the parks in and near Navarre, both as public art and to promote the Bike Navarre <br />event being planned for September 20th. <br /> <br />Background. The placement of materials on city property is prohibited without City Council approval, <br />per section 86‐2: “Permit to use public property. It is unlawful for any person to improve or maintain <br />improvements on public property for a private use without first obtaining a permit from the city. In all <br />instances, the improvement shall be temporary and subject to the city's right to require removal or <br />restoration, or both; and upon the failure of the permittee to take such action, the city may remove and <br />restore and hold the permittee responsible for the cost.” <br /> <br />The art pieces are decorated bicycles and bicycle wheels and attached to stands, existing structures, or <br />trees within the parks and beaches, including, Navarre Park, Tower Park, Casco Point Beach and Lydiard <br />Beach. <br /> <br />The art will be placed through the end of September and will be continuously maintained by the Navarre <br />Community Initiative. <br /> <br />The Parks Commission reviewed the request at their meeting on July 6th. <br /> <br />COUNCIL ACTION REQUESTED: <br />Staff and the Parks Commission recommend approval of the request, to expire Oct 1, 2015. <br />
