MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, June 15, 2015 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 1 of 6 <br /> <br />6. #15-3740 GEORGE FUNK AND JUDY ROGOSHESKE, 540 OLD CRYSTAL BAY <br />ROAD SOUTH, PRELIMINARY PLAT, 8:21 P.M. – 8:42 P.M. <br /> <br />George Funk and Judy Rogosheske, Applicants, were present. <br /> <br />Barnhart stated the applicant is requesting preliminary plat approval to create one new 2.01 acre dry <br />buildable lot from the original 6.85 acres. The existing house, garage, and other structures would remain <br />on the one lot and the new lot to the north, Lot 1, would be vacant. Old Crystal Bay Road forms one <br />boundary and Fox Street is the other major road in the area. <br /> <br />The proposed subdivision is in conformity with the guiding for this area and generally conforms to the 2.0 <br />acre dry-buildable and 200-foot width standards of the RR-1B zoning district. The existing septic system <br />site that serves the house will be used to provide service to the lot to the north and the proposed <br />alternative site will be located on the north side of Lot 1. <br /> <br />The main issue Staff has identified concerns a future trail along Old Crystal Bay Road South. The <br />Comprehensive Plan identifies a trail along Old Crystal Bay Road on the west side. The Planning <br />Commission should discuss the merits of an easement for trail purposes adjacent to Old Crystal Bay <br />Road. <br /> <br />Another issue identified is the fact that the existing garage has a 15-foot setback and the ordinance <br />requires a 30-foot setback. Staff has visited with the property owner about adjusting that line and it can <br />be accommodated to meet the setbacks. The applicant has requested some feedback from the Planning <br />Commission on that item. <br /> <br />The last issue is that the septic system is within the setback line of the property line to the north, and the <br />applicant has indicated he can adjust that line. <br /> <br />Access will be off of Old Crystal Bay Road. A Conservation Design Plan was completed per City <br />ordinances and identified tree areas that should be preserved and a couple of wetlands. The Conservation <br />Design Plan did identify those wetlands and the retention of the drainage ways to continue to feed those <br />wetlands. The trees largely consist of maple and white pine.
