MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, August 10, 2015 <br />7:00 o'clock pm. <br />S. #15-3753 CITY OF ORONO PARK COMMISSION, VARIANCE (continued) <br />Srepel stated they just purchased the property three years ago and asked whether the homeowners <br />association owns it. <br />Gaffron stated there is a 3 -foot strip of land on the west side of the channel but east of the actual right-of- <br />way line and that it is possible that is a strip of land that is part of one of the lots. Gaffron stated the City <br />will need some survey work done to understand how it lays out. <br />Gaffron suggested Mr. Morin call Staff to see what can be found in the existing records on how and why <br />it got created. <br />Sandra Keegan, 2707 Walters Port Lane, stated she likes the idea of a fence, but that she has a concern <br />that if the fence goes to Charles' property, people may be more likely to go into the wetlands to fish. <br />Keegan stated in her view the fence may make the people go more on his property in the marshy part and <br />that the marshy part is more dangerous. Keegan stated the area up and to the wall is pretty grassy and <br />pretty stable but then gets marshy. <br />Mayor McMillan asked if anyone else from the public would like to comment on this application. <br />McMillan stated the City does not allow fishing at this beach and that the actual boundary lines need to be <br />determined. McMillan stated the City Council will probably have to table this application and look into it <br />further. <br />Morin stated he does not use that piece of land. Morin stated if the City wants to put a fence up, he would <br />suggest putting the fence up on his property going toward the cattails to keep people out of that area. <br />Srepel stated she does not want them to fish at all in that area. <br />McMillan stated the City needs to look at this a little more thoroughly. <br />Levang stated the signs say no fishing, and that if someone is fishing on Mr. Morin's private property, <br />they have the right to call the police. <br />Keegan stated to her knowledge there is no sign saying no fishing. <br />Levang stated it is included on the rules sign. <br />Bill Keegan, 2707 Walters Port Lane, stated a split rail fence will not keep anybody out and that the City <br />should consider a chain link fence along the wetlands. Otherwise people are going to go around the <br />fence. <br />McMillan stated the City wanted something visually appealing as well and that the City will need to look <br />at it further. <br />Barnhart stated there are two issues before the City Council tonight. One is the variance for the hardcover <br />and the other is the use of that area and how it can be restricted. Barnhart stated the intent of the Park <br />Commission was not to keep people out with the fence but rather to mark the parking area. <br />Page 22 of 32 <br />
