f- <br />Statement of White Oak Circle Homeowners <br />Orono Planning Commission “ 17 September 19&^ <br />Re: White Oaks Overlook, proposed subdivision for George C. Funk <br />and Judith A. Rogosheske of Tracts E and C, Registered Land <br />Survey No. 13^0 and Lot 19, Auditors Subdivision No. 2?9- <br />The undersigned residents of White Oak Circle have certain <br />concerns regarding the proposed development of additional <br />building sites on White Oak Circle. <br />1. Water Drainage <br />Regrading of the proposed property may affect water drainage. A <br />serious problem already exists in the rear of the Dougan and <br />Marler properties on the south side of White Oak Circle. At the <br />tine of the spring snow melt and after heavy rains, water crosses <br />underneath Old Crystal Bay Road to the rear of the Dougan <br />property, ponds there over approximately a one acre area and <br />flows across the Marler property to the marsh south of the Marler <br />property. Currently, the surface flow comes near to both the <br />Dougan and Marler septic system dralnflelds. The situation <br />became so bad in May of 198^ that the water table rose above the <br />level of the Marler drainfield. During an attempted pumpout of <br />the drainfield, water was actually observed flowing from the <br />drainfield into the Marler distribution box. Accordingly, we are <br />very concerned that any changes to the land which m.ay accompany <br />construction may adversely affect water flow by restricting <br />drainage. We request that the Planning Commission not permit any <br />changes tc the water flow because of the proposed development. <br />Also, we request that an inspection of the water flow in the <br />proposed development be made after construction of homes by a <br />professional engineer. We propose tliat if, in his opinion, any <br />Impediments to the water flow were created as a result of the <br />development, they be corrected before occupancy permits are <br />Issued for each house. The then-current occupants of the Marler <br />and Dougan houses will hire the engineer and pay his fees. <br />2. Parking of Contractors* Vehicles <br />During the construction stages of the three buildings, we expect <br />that there will be nearly continuous parking over extended time <br />periods by contractors' vehicles at the south end of White Oak <br />Circle. These vehicles will represent a ha?;ardous nuisance. We <br />request that the commission require that contractors' vehicles be
