The City has a <br />conservation and f lowage easement over the wetlands area designated at <br />the 1032 elevation. It would appear after our rainy summer that the <br />1032 elevation did not adequately define the retention area. The <br />house is now 15 feet from the newly defined perimeter of the wetland <br />instead of 26*+ as approved. <br />The wetland is a grassed area that contains water only at wet times of <br />the year and based on the soils make up has moderate to^ slow <br />permeability. The outlet of the wetlands is at the culvert^in the <br />southwest corner of the lot. Such a wetlands has high assimilative <br />capacity. As the City Engineer suggests the 8,000 sf of open water <br />area should be replaced with an additional grassy drainage area <br />southward to the culvert. I have no information as to the size of the <br />watershed area and the retention capacity of the area after #2 back to <br />back 100 year storms.
